Moses has told us of times when He was able to petition God and God change his mind Here Moses lets us know even God can get His fill of repeat petitions to have his mind changed.

If we anger the Lord, He will not work on our behalf until we humble ourselves and repent and even then it may be too late for us and what w could have possessed may be given to another.

Moses misrepresented the Lord when he smote the Rock at Meribah. He was not allowed to go into the Promise Land until 1,500 years later when he is speaking with Jesus on the Mount of Transfiguration.
